Two Ways to Win in the Health Care Battle

Ted Kennedy must be rolling over in his grave. Holy utopia, foiled again.

A mere five months after being buried, his “cause of a lifetime” now hangs in the balance by the power of his very own seat – which, by most accounts, was entirely unimaginable just a few weeks ago.

Yet in the aftermath of Tuesday’s election, the improbable became reality as Scott Brown bolted from a 30-point deficit to defeat Martha Coakley, a candidate most observers considered a shoo-in.

Instead, it was Brown who won the day – and tapped into voter outrage with the “business as usual” bit that has done nothing but bury us.

Armed with the specter of an out-of-control government, Kennedy’s old seat turned out to be nothing more than easy pickings for the upstart challenger.

But that’s mood these days as more and more people begin to realize just how badly they are being screwed by the political machine south on the Potomac.

You see, while at times our right to vote can seem irrelevant, when done in force it can change the political landscape in a nanosecond.

Right or left, that has given incumbents plenty to worry about as they scurry to save their own smug butts from a similar fate.

The tide is rising and it’s not exactly in their favor.

That has left the same health care bill for which Kennedy fought twisting in the wind, since Brown has vowed to vote against the package and the Democrats may not be unable to shut down efforts to delay its passage.

Health Care Stocks for 2010

Those are the political realities that help make health care stocks a good bet in 2010; it’s becoming more apparent that the health care overhaul is now perched on the slippery slope.

Because while the health care business would have gained new revenue from the added number of customers, the bill being considered by Congress also carries with it the risk of higher fees, increased regulation, and narrower profit margins.

And needless to say, all these factors are murder on bottom lines – especially when the government is involved. After all, Uncle Sam’s ham-handed approach to practically everything is rarely business friendly…

So it wasn’t really all that surprising when health care stocks went on a tear on Tuesday as Brown prepared his victory speech.

In fact, the S& P 500 Managed Health Care Index – which tracks the top six insurers – gained 3.7 percent, almost tripling the S& P 500′s gain on the day. What’s more, the S&P 500 Pharmaceuticals Index also rose 2.2 percent on the news.

But let’s face it; even without the big win by Scott Brown on Tuesday night, there are 78 million other reasons to invest in health care stocks.

Pitch forks and torches aside, when you add the prospect of an army of graying baby boomers into the mix, the long-term growth outlook for health care stocks is practically a no-brainer. Which is one of the reasons we especially like biotech stocks as the top sector of the next decade – especially those involved in regenerative medicine.

In fact, according to recent projections by the federal government, consumers and taxpayers will spend more than trillion on health care by 2017 as our population continues to age.

The result is that health care spending will increase by 6.7% annually over the next nine years, outpacing inflation by nearly three times, according to the forecast.

In fact, it is estimated that by 2017 health care spending will cost an estimated ,101 per person, versus today’s average cost of ,026 per person.

Better yet, the health care share of gross domestic product (GDP) is expected to increase throughout the period, reaching 19.5 percent of GDP by 2017.

2 Health Care Stocks to Add to Your Radar

That, needless to say, will provide the type of environment that will keep health care companies growing – no matter who is in office.

Considering these factors, here are two ways to play these trends, while earning a nice dividend along the way:

* Go Long Johnson & Johnson (NYSE: JNJ): This is one great company with the demographic tide completely on its side. Moreover, their dividend history is as solid as it gets and is growing. Currently the dividend yield is 3.0%. Warren Buffett, by the way, is among its biggest holders. Buy this one on a pullback.

* Go Long Abbott Laboratories (NYSE: ABT): Much like JNJ, Abbott Labs is a diversified health care giant with the wind at its back. On top of that, the 120-year-old company pays a 2.90% dividend and is expected to increase its sales 8% this year to .1 billion. This is another one to add on a pullback.

So whether you are right, left, or somewhere in between, that shouldn’t stop you from adding diversified health care stocks to your portfolio… long-term, these stocks are certain winners. Besides, the markets always tend do well when gridlock arrives in D.C.

As for me, I love it when the voters rise up and shake politicians by the collar. After all, we’re not just citizens, but heirs to the revolution.

Health care reform has been a hot topic for years, especially now with Obama’s new bill that makes it law that every American have access to affordable health care insurance. The Patient Protection and Affordable Care Act will provide American families and small businesses with expanded access to lower health care cost, in addition it will end the worse practices that health insurance companies have been operating under for decades.

The United States is the only developed country in the world that does not have a publicly funded health care system. Despite having the most expensive health care system on the planet, the U.S population’s health is by far the worse with shockingly high mortality rates.

The fact is, every health care system has it’s problems. There are 45 million American who are uninsured and 9 million of those are children. The rising cost of health care, malpractice insurance and pharmaceuticals has made it very difficult for families to attain health insurance and if one doesn’t have health insurance or cash to pay for a doctor’s visit then the only way to be treated is to visit an emergency room.

According to the non-partisan government Congressional Budget Office, this is the biggest health insurance reform in decades. The bill, recently passed by Congress will cost a total of 0 billion and will cover 32 million American adults and children.

What will health care reform look like and what’s in it for you?

1. Insurance Companies Cannot Discriminate Against children with Pre-existing Conditions This is effective 6 months after enactment, however starting in 2014 this will apply to all persons with pre-existing conditions. 2. Tax Credits for Small Businesses A tax credit for small businesses who would like to make affordable health insurance available to their employees. Insurance Coverage for Young Adults up to age 26 yrs- Young adults on their parents health insurance plan will be covered up to the age of 26 years old. 8. Lifetime Coverage Caps are Banned- Health insurance companies cannot put caps on the amount of lifetime coverage. 9. Annual Coverage Caps are Restricted- Annual limits will be tightly restricted. 10. New Appeals Process 11. Access to Community Health Centers- Funding for Community Health Centers will increase, which will ideally double the number of patients in the next 5 years. 12. Primary Care Practitioners will Increase 13. Cannot be Discriminated based on Salary- It will prohibit health insurance group plans from establishing eligibility rules. 14. Outrageous Rate Hikes- Insurance companies will be held accountable for increasing rates that are unreasonable.

When the health insurance reform is fully implemented here’s how it should look:

94% of American Men, Women and children will have health insurance coverage.Denial because of pre-existing conditions, or to drop coverage when people get sick will no longer be allowed by the health insurance companies.Small business and individuals who cannot afford to buy their own health insurance will be able to pool together and choose from a variety of providers and plans with much lower premiums.Seniors will have lower monthly expenses by paying less for their prescription drugs because of the “donut hole” closure.Health care reform will save or create more than 2.5 million jobs over the next 10 years, because of a reduction in health care cost and expenses to employers.16 million low-income people will have access to health insurance coverage through the Medicaid expansion.College graduates will be able to stay on their family plans until the age of 26.An additional billion will be given to Community health centers, which will double the number of patients who can be treated.

Although health care reform is led federally, it will be at the state level where implementation will take place. Many states have formed steering committees to start putting federal health care reform provisions in place, right now there are at least five of them; Colorado, Connecticut, Maine, Maryland and Wisconsin — and other states will more than likely follow suit.

Our administration and representatives are negotiating the terms to take over our health care system, in the belief that it is too expensive, and will cripple our economy if the costs are not controlled.  The human element is the plea to cover people that do not have insurance, so they will have access to the best care money can buy.

Rather than plow ground that has been plowed by writers more gifted than I, my focus is how to provide health care to uninsured citizens.  If this is a national priority, let’s not destroy the health care system that stands between us, and the grim reaper in the process.

As a former County Commissioner, I had the responsibility to oversee and fund the county health department.  This health care facility provided basic services to many who could not afford (or chose not to pay for) access to private care.

County health departments exist throughout the nation, working quietly to benefit society’s poorest citizens.  Free or reduced price, health care is already being provided depending on your ability to pay.

The present discussion is about building a new bureaucracy and restricting health access for everyone.  Why not increase the funding for County Health Departments around the nation?

In exchange for this added charitable benefit, the uninsured could only be treated at hospital emergency rooms after hours, and only if hospitalization was required.  Hospitals would bill the county health department for any services provided, at the lowest negotiated group network price.  Hospital emergency rooms would no longer be required to accept anyone who walked in their door.

Funding should be allocated by population on numerical bases, and disbursed to each congressional district.  The Federal Government’s role would end at this point.  Each Congressional District would have a local board, composed of one commissioner from each county.

These district boards would be responsible to distribute the funds to each County Health Department for the best impact in their area.  County Health Departments would have to expand to enhance services, but continue to provide basic health services for the uninsured or poorest citizens.

To access these services, citizens would have to:

Prove citizenship (are we going to provide free health care to THE WORLD?)
File a copy of last year’s 1040 (verifies income)
Prove residency (avoids shopping location)
Develop other local regulations sensitive to local voter wishes.

To increase insurance participation, let individuals deduct insurance premiums up to ,600 per head of household, and ,000 per dependant on their federal taxes.  Let companies deduct insurance benefits on the same schedule.

Require insurance companies to accept citizens with pre-existing conditions.  This would have two caveats:

90 day exclusion period if the pre-existing condition was not covered by insured’s previous policy, or if they did not have insurance.
Citizens would not be able to “insurance shop” for better coverage on pre-existing conditions.  Previous coverage would apply for 90 days on any pre-existing condition.

In exchange for society offering this benefit, health care has become a responsibility to everyone.  If society is providing “free” care to the poorest citizens, then those that can afford health insurance must be required to:

Purchase basic insurance in the open market, or
Pay an insurance surcharge on their federal income tax return of 25% the maximum health insurance deduction available to those that buy insurance.

With this health reform plan, we accomplish a few beneficial goals, and avoid some the worst outcomes.

The costs are clearly stated in the federal budget, as a transfer to congressional districts for health care.
We stop health care for non-citizens.
We eliminate cost shifting onto insurance premiums.
The health care benefit is restricted to county health departments, and basic health care.

This benefit is not intended to grant access to the “best health care money can buy” for everyone, but to put in place a safety net under our poorest citizens, until they get back on their feet and can afford the health care they would like for themselves and provide for their families.

Some may have a concern about the exclusion of non-citizens in our coverage by the nation’s taxpayers.  If a non-citizen seeks medical assistance at any county health department or hospital, they must first sign an “agreement to deportation” document.

After being treated, they will be immediately deported by the County Sheriff.  The county health department will fund the cheapest transportation to a hospital in their home country.

A few general points need to be emphasized:

Health care is expensive because of government expanding coverage to new illnesses: i.e.: alcoholism, mental illness.
Health care is expensive because of tort lawyers.
Health insurance is expensive because of low deductibles.

Addressing these three issues will slow the growth in health care costs. Removing non-payers from the health care system will eliminate cost shifting, lowering health care costs to everyone.

Medicare and Medicaid should be required to pay the lowest negotiated network price for any services.  This would further reduce the cost shifting that currently distorts the market.  It also sets reimbursements at a localized cost rate, rather than a one-size-fits-all standard.  It takes the power away from the government to promise more and pay less by force.

A side note:

If Oh! Bama is successful in gaining a public option for health insurance; it must be a standalone agency without any support from taxpayers.  Wouldn’t it be fun to watch bureaucrats try to compete with private insurance companies?  I always laugh when politicians say the government needs to “keep the insurance companies honest.”

Government subsidies should be equal to the “premiums” they do not collect from citizens covered.  In other words, only the premiums would be subsidized by the government.  The public option (government bureaucracy) would have NO legislation that tilted the playing field for them to compete.  They would have to negotiate fees with health care providers, just like everyone else.  If they did not pay fairly, providers could choose not to do business with them.  With an absolute wall to legislation or money, this charade would be over quickly and we could return to a free market.
